May 12, 2022: NYC’s salary transparency law, which requires employers to list salary ranges for all job opportunities, was finalized today as Mayor Eric Adams signed Int 134A into law. Without altering the scope or intent of the original law, Int 134A clarifies LL32 and pushes back the start date until November 1, 2022.

This salary range law is an important next step by the City Council and the Mayor to address persistent and intractable wage disparities. The recent discussions about Int 134A highlighted the need for assertive action to end pay inequality and deeper understanding of solutions to women’s economic realities. Advocates express appreciation to the City Council and Mayor Adams for their commitment to further work to close the wage and opportunity gap that disadvantages women, especially women of color.

“Today we can celebrate a victory for NYC workers. NYC’s salary range disclosure law remains strong and covers a vast majority of NYC employers and employees. Soon the vital information that jobseekers need to evaluate whether job opportunities meet their needs will be readily and rountinely shared by employers for new jobs and for current employee positions. That is a game changer and a major shift in business as usual,” said Beverly Neufeld, President of PowHer New York, a network of justice organizations which works in collaboration for women’s economic equality.

“We were happy to collaborate with PowHer NY on the debate and discussion surrounding all attempts to create loopholes in Local Law 32 and water down the law’s intent,” said CWA Local 1180 President Gloria Middleton. “Local 1180 was the original voice in New York City for pay parity for all workers, public and private, and we are pleased the City Council has worked with us on the bill. The mayor’s signing of Int 134A is going to bring us another step closer to total  pay parity through transparency of published salary ranges by employers.”

“Today is an important day for workers everywhere, but especially our women in the workforce. This is why I am proud that Intro 134-A has been signed into law. New York City has always been a pioneer for human rights and that is no different today. This bill gives strength to our already union strong industries as well as setting a fair stage for those who are still struggling to find a job with a living wage. I hope this bill inspires the rest of our country to combat pay equity at the State, Federal, and more local level,” said Council Member Amanda Farias.

“Legal Momentum is proud to have fought with our partners for a pay transparency law that stands not only to decrease the gender wage gap in New York City, but to also drive fairer, more equitable pay practices for everyone. We hope this important step forward will inspire bold action to advance pay transparency across the country,” said Seher Khawaja, Legal Momentum.

Miriam Clark, Chair of the Legislative Committee of NELA/NY, said “NELA NY applauds this salary transparency legislation as a crucial first step towards reducing the indefensible, shameful and ever-widening pay gap affecting women, and especially women of color in New York City.”
